DIRECTOR OF OPERATIONS
The Director of Operations is a key member of the NYC Department of City Planning’s executive management team and is responsible for managing the following areas: budget, fiscal, human resources, administrative services, and facility and space management. The Director also serves as the agency’s chief fiscal and budget liaison to the City’s Office of Management and Budget, the City Comptroller, and other oversight agencies. The Director of Operations will:
* Advise the Chair and Executive Director and provide guidance on all budget, fiscal and administrative matters affecting the Department;
* Recommend, develop and implement strategies and administrative procedures to assure compliance with city-mandated budget, purchasing, personnel, contracting and building maintenance policies, directives, and guidelines;
* Develop and implement and monitor the work program of the administrative sections to ensure that the goals and mission of the department are best supported;
* Plan, budget and schedule facility modifications, improvements, and relocations as required;
* Represent the department before official bodies and governmental agencies related to fiscal, contracts, budget, audit, personnel, space management, and operations issues including serving as ACCO.
QUALIFICATION REQUIREMENTS:
* A master's degree in public administration, public finance, human resources management or related field, and four years of satisfactory full-time professional work experience in budget administration, accounting, economic or financial administration, or public administration or a related area, eighteen months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
* A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above; or
* Education and/or experience equivalent to "1" or "2" above. However, all candidates must posses a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience described in "1" above.
* Demonstrated high level New York City agency experience and technical expertise in budget preparation, fiscal, personnel, and facilities and operations management.
* Ability to apply independent judgment on complex issues and to resolve problems creatively under severe time constraints.
* In-depth knowledge of City budget processes, purchasing and contract systems.
* Strong proven organizational, management and analytical skills.
* Excellent written and oral communication and presentation skills.
CIVIL SERVICE TITLE: ADMINISTRATIVE STAFF ANALYST, M-3
SALARY RANGE: Low $90’s to $110,000, commensurate with experience.
